Inplace upgrade Issue from Windows Server 2012 r2 to Windows Server 2019

While I'm trying to in-place upgrade few of my VMware VMs from Windows Server 2012 R2 to Windows Server 2019, "Keep personal files & app" radio button is grayed out.

For solution I've updated the server with latest patch level, then al it's same. If some one can help me out I'll be thankful to him.

    Please ensure the target server iso language is corresponding to present server language.

    We could check the "C:$WINDOWS.~BT\Sources\Panther\setupact.log" for more information.
