i have been through all the threads i could find
tried them all
stopped/started services
manually reset windows update
service stack & cumulative update have failed for the past couple of months
also

Windows Resource Protection could not start the repair service.

This solves it for me:
dism.logi copied the install.wim to the root of H:
DISM /Online /Cleanup-Image /RestoreHealth /Source:wim:H:\install.wim:1 /LimitAccess

net start trustedinstaller
then try again

i have tried that - started manually, set to auto start
tried again anyway
sfc still fails
no, sfc /scannow still fails
i just use this as a simple test, rather than trying the entire windows update again
What happens when you try to start the service?

now with service started try again

Might try booting the install media and choose Repair your computer
i download the current iso, extracted install.wim
ran DISM pointing to install.wim, still fails
