I have tried all the options listed - the problem is that the iCloud app in the Microsoft store does not work. You need to download the older app from the apple website and install that after your remove the one installed from the Microsoft store. That solves the problem !
Outlook and iCloud are not syncing
I recently purchased an HP laptop and am running Office 356 via Windows 11. I have set up Outlook with my Gmail account and have installed the iCloud app to allow syncing of iCloud Drive, Photos, Contacts, Calendars, etc. I have noticed that my contacts and calendar are not syncing from iCloud. I have tried the various steps including ensuring that iCloud is an active add-in in Outlook and that iCloud is not the default data file. Still no luck. Any suggestions?

According to your description, i notice that you want to use iCloud for Windows to synchronize calendar and contacts with Outlook, right?
If so, please check if you select the option to sync Contacts and Calendars:
If the option is selected, in order to further confirm if the issue is related to Outlook desktop client, please add another account (such as Outlook.com) to check if the contacts and calendars can be synced.
