I have some questions here. Could you please explain what steps you've taken so far?
I have followed all the steps from this

Created a sample from this

Associated the sample with an app with add ons.
after launch the add ons are listed but no offers available(because i cant create targeted offers).
Is the app that associated with your sample published? According to the document, the app must be published.
Actually there is issue with step 1 itself.
Create the offer in Partner Center. Navigate to the Engage > Targeted offers page to create offers. More info about this process is described below.
This is the first step but its not available in dev center.
I noticed that. I contact the team to confirm if there are some other requirements for this.
