Client in Domain can't obtain IP address on 2nd NIC (connected to Internet Router)

Goal is to control one Client remotely (keeping the other 4 Clients away from internet).

Initial Set Up (working for many years-nothing connected to internet):

A) Windows Server 2019 set up as AD DS DNS IPv4 ip 10.0.0.101 subnet 255.255.255.0 gateway 10.0.0.1 DNS 127.0.0.1 on 10Gb PCI-E NIC Network Card, Single Copper RJ45 Port, with Intel X550-AT2 Controller, PCI Express Ethernet LAN Adapter Support Windows Server/Linux/ESX, Compare to Intel X550-T1

B) NETGEAR 8-Port 10G Multi-Gigabit Ethernet Unmanaged Switch (XS508M)

C) Windows 10 Pro Client joined to the Domain with IPv4 ip 10.0.0.7 subnet 255.255.255.0 gateway . . . DNS 10.0.0.101 on TP-Link 10GB PCIe Network Card (TX401)

D) Four other Clients with same set up {ip addressed ending in 8, 9, 10, & 11}

Attempt to begin setting up Client (C) for control remotely:

  1. Added second TP-Link 10GB PCIe Network Card (TX401) to Client (C) with IPv4 to Obtain an IP address automatically and Obtain DNS server address automatically
  2. Connected to ASUS wireless router (GT-AC5300) {IP 192.168.50.1} with Cat6 ethernet cable
  3. This Network Card fails to obtain an IP address in the router subnet {ipconfig shows 169.254.27.180}
    1. Tried same cable & same router with a Windows 10 Pro Computer that is not on the Domain {stand alone} and an internet connection is established

    This issue could be caused by DHCP configuration:

    Here are a few steps that we can try to troubleshoot and resolve the issue:

    1.Configure a static IP instead of DHCP to identify if issue is caused by DHCP.

    2.Check if DHCP function is working properly and assign IP address to the client properly.

    3.Disable IPv6 to avoid conflicts and see if that resolves the issue.

    4.Check if there's any firewall configuration that can block the network connection.
