I understand that you would like to create a Public IP as Zone redundant in availability zones supported Regions.
- Select "Zone-redundant" while creating the Public IP

Similarly, if you select a particular Zone, 1 or 2 or 3, your Public IP will be "Zonal" and will be pinned to that particular zone.
For pricing, you can refer to

- Azure Pricing Calculator - Specify the region and billable hours
- I don't see any additional cost for specifying a zone in the above.
