Looks like your issue is more related to Pdf xchange editor and Windows security, based on my research, i found a similar thread as yours. Please refer to the suggestions as Just Brian Tillman mentioned: Your administrator has blocked this action - How to unblock.
If it doesn't work, please kindly understand that the Outlook tag here we mainly focus on general issues about Outlook desktop client, I will add Windows tag so that you will get more professional suggestion.
