Hello , I have one Azure subscription. All the resources are in France central. But my tenant is in "United States". This tenant I wanted to move to "India". Is there any downtime required for this activity? Essentially saying, I am not doing any migration on my Azure resources, only tenant I wanted to move. What is the best way to do this?

As far as I know you cannot change the country of a tenant.
However, you can create a new tenant in your country and ask Azure to assist with migrating your resources to your other tenant by creating an Azure support ticket:
