local administrator access enabled and password change using group policy

Hello all,

We are trying to enable local administrator and update password in group policy but in local users and groups we couldn't able to update the password, the option provide but we can't able to update in windows server 2016 for your reference attached screenshot below, kindly resolve the issue by priority.
