This is a community support site. We do not have access to Azure subscriptions nor can we make any billing changes. You will need to contact Azure Support directly and get them to help you. You can reach them here. While you might start by creating an Azure Support Request I doubt you'll get too far before needing to contact them via phone. But you have to start somewhere.
Note that the Azure administrator for your subscription should have the ability to grant you permissions for billing. If they are no longer available and you aren't the admin then contacting Azure Support is the only real option.
