Invoke-PnPTenantTemplate: Attempted to perform an unauthorized operation

I am a global admin in Azure, O365 and SharePoint and am experiencing issues trying to invoke the PnP Tenant Template: M365LP. The site I am trying to install the app to I am the owner of. The app is showing in my site, but is unlaunchable. I also created the App registration in Azure for M365LP.
