Windows-11 cmd shell just got really weird

1) cmd in administrator's mode allows me to set the text and background color:

cmd as a user gives me a tabbed window and does not allow me to change the text and background colors:

How I change the text and background colors as a user?

2) cmd as a user gives me a tabbed window.

A) how do I stop this behavior and get a single windows as I get with Administrator cmd shell?

B) the "+" gives me a new Power Shell. I can not begin to express you absolutely OBNOXIOUS this is. How do I force the tabs to open the same cmd shell as the original and NOT SOME OTHER PROGRAM?
