Does the user that signs up for a partner account for publisher verification needs to have a valid mailbox access?

I am working towards verifying my app for Publisher Verification. One of the steps requires having a user with an email address from a custom domain that matches the custom domain verified in my Microsoft Entra tenant.

Currently, my app is registered under the *.onmicrosoft.com domain, which cannot be used for Publisher Verification. I plan to create and verify a custom domain in my tenant.

My question is: Does the user signing up for the Partner Center account need to have mailbox access with the custom domain email address (e.g., user@customdomain.com), or is having a mailbox account not necessary for this process? Also does the custom domain needs to be linked with a microsoft account or any mail provider will work?

    Hello Mukesh Kumar, for Publisher Verification, the user signing up for the Partner Center account does not necessarily need mailbox access with the custom domain email address. However, the email address used during the verification process must match the custom domain verified in your Entra tenant. Regarding the custom domain, it needs to be DNS-verified custom domain added to your Entra tenant. This means the domain must be verified within your Entra tenant, but it does not need to be linked to a specific mail provider.
