Unable to make Outbound calls in Microsoft Teams

Hello

Please i need your help on this issue.

One of my customer is unable to make calls in Teams.

He can recieve incoming calls but not able to make Outbound calls.

When he tries to make outbound calls in Teams he get the voice saying "You have are not set up to use this feature".

The Phone number has been assigned to the user.

The user has the following licenses assigned to him

Is there anything we are missing in the setup.
