Based on your description, it seems that you are experiencing two issues:
Unable to open the Outlook desktop client.
The offline working option is missing after using the repair method multiple times.
For these issues, try the following possible solutions:
- You may need to switch on cached mode. More information, see: Turn on Cached Exchange Mode.
- Considering the impact of some add ins, it is suggested that you try to start outlook in safe mode(win+R>type: outlook /safe) to check whether it works normally.
- Add a new Outlook profile for testing purposes. Create an Outlook profile - Outlook (microsoft.com).
