Voice access destroys screen resolution

For months since I was forced to update to Windows 11, whenever I sign out or the computer goes to sleep, when I sign back in, voice access causes the (non-standard) resolution of my screen to go haywire. It becomes very difficult to do any work and I have to restart the computer. It is clearly an issue with voice access, as I can watch it happen . As voice access loads slightly slower than the rest of the programs after signing back in, as the bar/window injects itself to the top of the screen, the rest of the screen can't keep up and then all the text gets smaller and all the images get larger.

Does anyone else have this problem or has found a workaround? I either have to have a terrible looking screen due to voice access , or use the standard resolution suggested by Windows which doesn't work for my use case. There seems to be a very large bug which makes voice access almost impossible to use when applying nonstandard screen resolutions, and since I am disabled, this is a big issue. My IT department could not figure it out.

Is it possible to move this voice access bar and not have it at the top of the screen? I have no use for seeing it and it just takes a valuable space in the horizontal direction which is the smaller direction on every monitor, i.e. there is plenty of space on the side of the screen. Can we make it a movable object like the old speech recognition? It's also very inconvenient to have this as a window, it takes up space in the taskbar, and with Windows 11 the taskbar can't be moved to the side of the screen.
