Broken links to Log Analytics portal / upgrade to Grafana 9.5.0+

The recent update to Grafana 9.4.8 appears to have broken Azure Monitor panel deep-links. (Where a panel log line, or data-point, provides a hyperlink to Azure Portal via an "AnalyticsShareLinkToQuery" path.)

Symptom: the deep-link includes a query as expected, but is missing a scope/resource - the "scope" parameter in this link is an empty object - so the query doesn't know where to run. The resulting Azure Portal page shows an error: "The workspace or resource in this query's scope can't be found."

It looks like this issue may have been fixed in Grafana already: https://github.com/grafana/grafana/pull/65482

As of writing, this fix hasn't been backported to a Grafana 9.4.x release. It was however included in the 9.5.0 release. So if Managed Grafana plans to update to 9.5.x, this issue may be fixed at the same time.
