Latency Issue between Azure UAE North Region and Oracle UAE East Region.

I am reporting a significant and widespread increase in latency for connections between the Azure UAE North (Dubai) region and the Oracle UAE East (Dubai) region.

Current Latency: ~ 80ms across all connections between Azure UAE and oracle uae

Previous Latency: ~ 2ms across all connections between azure uae and oracle uae

This latency increase impacts application performance relying on low-latency communication between VMs in the Azure and Oracle UAE regions.
