As the Title says,
I cant find any documentation to state yes or not, but is it possible to downgrade from Enterprise to Free once you have clicked the upgrade button?
We don't want to be stuck with the minimum 1CU unit, which i believe is around $300 USD a month

How can we downgrade back to the Free Version?
Hi Andrew,
I've been using Purview Enterprise for several months and there is no $300 charge per month.
It's possible those charges kick in if you are enabling 3rd party data sources vs sql server and power BI.

By default, a Microsoft Purview account is provisioned with a Data Map of at least 1 Capacity Unit. 1 Capacity Unit supports requests of up to 25 data map operations per second and includes storage of up to 10 GB of metadata about data assets. The first 1 MB of Data Map meta data storage is free for all customers.
