    Hi Peter Hull,

Welcome to the Microsoft Q&A Platform! Thank you for asking your question here.

It appears that the error you’re encountering is due to the limited number of vCPUs available on your trial account. Trial accounts typically have resource constraints, including a limited number of vCPUs, which can prevent the provisioning of a test cluster.

To resolve this issue, you have a couple of options:

Upgrade to a Paid Account: Upgrading to a paid subscription will provide you with more resources, including additional vCPUs, which should allow you to provision the test cluster without any issues.

Request a Quota Increase: If you prefer to continue using the trial account, you can request a quota increase for vCPUs. This can usually be done through the support portal of your cloud service provider.

For more detailed information on provisioning clusters and managing resources, you can refer to the below documentations:

    Increase VM-family vCPU quotas
