APIM Instance Stuck "Transitioning"

We have an Azure API Management instance (Developer Tier) in Azure.

This instance seems to be stuck in a "transitioning" state, and we are unable to do anything to this resource, including delete it.

When we attempt to deploy our infrastructure as Bicep (Which shouldn't really require any updates to APIM). We get the following error :

"code":"ServiceLocked"
"message":"The API Service apims-localdev-***-aue is transitioning at this time. Please try the request again later."

When as a last resort, we try and delete the APIM instance, we get an error in the portal :

It's been hours now and we can't do anything with the resource.

Via googling, the only person with a similar problem also asked here : https://zcusa.951200.xyz/en-us/answers/questions/2085540/api-management-instance-stuck-in-transitioning-mod and was also only a few days ago which makes me think this might be a recent update causing these issues.

It also looks like the only resolution was for Microsoft to "Unlock" the resource, but I'm hoping there is something else we can do to move forward.
