Azure Connectivity Issue

i have a scenario of connectivity on azure vm lets say A in one network with azure sql server lets say B in another network in another azure tenant. Azure SQL Server is private and have VPN setup before the sql server. I want connectivity from A to go to B For this: the private ip adrress of VM A is whitelisted in B at port 50649. We have added the outbound for VPN public address from any source at port 50649. We have also added the outbound connection for B ip address as well in VM A now from network watcher, when I check the connetivity connection from vm to the proxy ip address it shows healthy but the connectivituy tests says unreachable. What can be done to achieve the connectivity
