Geo-redundancy cannot be enabled on Storage Account

I have a storage account in West US that was set up with RA-GRS redundancy. Last week, I decided to perform a manual failover to the secondary region (East US). The failover succeeded, but now I am unable to set redundancy back to RA-GRS. The option exists in the menu, but each time I save the configuration I'll see a message relating to either that an operation requires explicit access, or more recently "Sku update from Standard_LRS to Standard_RAGRS is not allowed at the moment. Please try again later."

It's been five days and I've tried to set RA-GRS multiple times per day through both the CLI and console with no luck. There are no locks on the storage account. The Activity Log only has the "please try again later" message.

Worth noting: a different storage account, also in West US and on the same subscription, was able to failover, configure RA-GRS, and failback without issue.

I also performed a manual failover four months ago with the storage account giving me issues now.

Does anyone have an idea what I can try next?

    @Richard Cain (RD-NA) This was a one-off issue with the storage accounts and needed to be unblocked from the backend by the internal team. If anyone encounters this issue, please create a new post on Microsoft Q&A and my team will be able to help.
