If you're unable to find a specific resource group in the drop-down menu when setting up Site Recovery, you can check the following:

The resource group may not be available in the same region as the Recovery Services vault. Ensure that the resource group and the Recovery Services vault are in the same region.

Even as a global admin, ensure that you have the necessary permissions on the specific resource group. Check if there are any role-based access control (RBAC) restrictions in place.

Ensure that the resource group is in the same Azure subscription where you are trying to set up Site Recovery. If you're using multiple subscriptions, the resource group may not appear if it's in a different one. In the Target blade, re-select the subscription in the dropdown, then try to select the resource group again. This often resolves the issue and makes all your resource groups reappear.

As a workaround, consider using Azure PowerShell or Azure CLI to check and enable Site Recovery for the resource group.
