Exclude MFA for one account used in Power Automate Flows

We use a E3 user account for our power flows. The flows interact with this user's Exchange mailbox and via the user, to SharePoint Online to doc libraries we granted permission to the user. This account isn't a real person's account, so it's not subject to relying upon an employee's account.

Because of the forced MFA policy that includes all account, we want to figure out how to exclude this one account.

[Option 1] I'm aware of the solution of removing everyone from a default security policy and adding everyone except the one user back.

[Option 2] Would Conditional Access permit me to exclude the one user instead?

Which Option should I go with? I don't want to buy the license needed for Conditional Access for all my users. But I have started license trials for our admin account and this one user account, I dont mind buying these limited number of licenses.
