Azure VPN is a service that can be used to send encrypted traffic between an Azure virtual network and on-premises locations over the public Internet.
Answering your questions,
- If your website is publicly available, you have to work with hostinger to allow access to certain VPN only. Please check with the hostinger. Azure VPN cannot support unless and until the resource in azure or is in a private network.

- Please contact your VPN vendor they will provide you client configuration file, use that on azure vm to connect to different VPN.
