Copilot for Azure not working

I'm trying to use Copilot for Azure as a global admin, but I'm getting the following error

"You don't have access to Copilot

Copilot in Azure has been disabled. To access Copilot, please contact your tenant’s global administrator."

When I go to the "Copilot in Azure admin center" I get the following under "Access Management":
"Something went wrong and the operation couldn’t be completed."

Has any one seen this, how can I enable this?
