Cant create new Analysis Services in D1 or B1 tier in West Europe

I am unable to create new services in D1 or B1 tier in West Europe region. Deployed in S0 West Europe or D1 in UK South went fine. I have also check and we didnt have such thing as quotas/limits for Analysis Services also, so I am not hitting any limits.

The error said: "Conflicting. Server provisioning timed out. The resource associated with server is cleaned up. Code: InternalError."

    This is a provisioning issue specific to the D1 and B1 tiers in the West Europe region. You can resolve it by following the steps here:

    1. Visit the Azure Service Health page to see if there are any ongoing issues or outages in the West Europe region that might be affecting service provisioning. Sometimes, transient issues can cause provisioning to fail and try provisioning the service again after some time.
    2. Even though you mentioned that there are no quotas or limits being hit, double-check the subscription and resource group quotas for the specific region. You can do this in the Azure portal under Subscriptions > Usage + quotas.
    3. Make sure that there are available resources in the West Europe region for the D1 and B1 tiers. Sometimes, specific SKUs might be temporarily unavailable due to high demand.
    4. As a temporary workaround, consider deploying your services in another region where you have successfully provisioned similar services, such as UK South.
    5. Contact Azure Support if the issue persists.
