Unable to show new Task Pane when pinnable task pane is active

All,

We are not able to show a new task pane when a task pane is pinned. Use case: User pins task pane1 in compose mode.

The add-in tries to display a new task pane on message send but the new add-in cannot be displayed when pinned task pane is pinned/visible. The new task pane shows up fine if the other task pane is not pinned.

Using Outlook Add-In XML manifest only version (not integrated) and behavior is the same on Modern Outlook for Windows and the web.
