It is not quite clear what is the issue but it seems you are trying to access Log Analytics workspace from network that is not allowed. Most likely the Log Analytics workspace was configured for Network Security Perimeter without associated access rules. Either configure access rules that will allow access and associate it with the workspace or enable public network access to the Log Analytics workspace again. The choice depends on what you want to achieve. If you are not managing the Log Analytics workspace contact the person/team who does it.
