You are correct, in a town hall meeting you will see “Attendees watching event”, this is because town hall meetings are designed to be attended primarily as spectators, rather than seeing a list of all participants like in a normal meeting. This is by design in Teams.
If you need a participant attendance report:
During a meeting
- Select People in your meeting controls.
- In the Participants pane, select More actions > Download attendance list .
- Look for the file in your device's Downloads folder.
After a meeting
- In Teams, go to Calendar .
- Select the past meeting.
- Select Recap.
- To download the attendance CSV file for the meeting, select Download .
