Azure Application Gateway for Containers went GA for Azure Global in Feb 2024. Here is the link to the announcement . It is currently offered in the Azure Global regions as listed in the link you shared above.
Regarding Azure China, I am reaching out to the team internally and will share an update here as soon as I get a response.
Update:
I just heard back from the team and currently Application Gateway for Containers is not available in China. We currently do not have an eta to share regarding this availability.
