Customizing Access to Viva Engage for Select Users

Our organization has over 2000 staff members, but I would like to limit access to Viva Engage for corporate staff members only (approximately 200 users), as frontline staff have their own engagement platforms. I've reviewed available articles and settings, but I cannot find a way to select specific users for access. What steps can be taken to achieve this?
