After reinstalling windows 11, onedrive was also reinstalled. I logged into onedrive and emptied the recycle bin, only to discover that my onedrive folders are empty,
Have you unlinked your OneDrive account first before reinstalling Windows 11？
Do you mean, there is no files either when you signed in OneDrive online?
According to your screenshots, it seems that you are using OneDrive for Business, please check the site collection recycle bin (The second-stage recycle bin).
