How to add an Azure Plan to a billing profile

I am attempting to create a subscription in an Billing account/profile/invoice section, However there is no Azure plan available. I am able to create subscriptions in my other Billing accounts.

My question is: How do I add an Azure Plan to a Billing account/profile?

I have the exact same issue and haven't been able to resolve it yet. I contacted Microsoft Azure Support, but their response was unhelpful and out of context. I'm continuing to push for a better answer and will update here if I get one.

Select the invoice section where you would like the subscription charges to be billed.

From the available options, select the desired Azure Plan (such as the Microsoft Azure Plan). If no plans are visible, check that your billing account is properly configured to support Azure Plans.

You are not answering the actual question, which is why Alan and I cannot choose an Azure Plan in the dropdown in our respective billing accounts.

My billing account is an organizational MCA Billing Account that was initially created when I signed up my organization for an Office 365 Copilot subscription.

I figure that we might need to create an Azure Plan for the account, but your response does not explain how to do that or what the requirements are. The documentation you linked does not address this issue either.

Can you clarify exactly what needs to be done to enable an Azure Plan in an existing MCA Billing Account where it is currently unavailable?

The error message (see Alan's attached screenshot) tells us to create a Azure plan on the Invoice section, but I haven't been able to find out how to do that.
