How to add an Azure Plan to a billing profile

I am attempting to create a subscription in an Billing account/profile/invoice section, However there is no Azure plan available. I am able to create subscriptions in my other Billing accounts.

My question is: How do I add an Azure Plan to a Billing account/profile?

    Select the invoice section where you would like the subscription charges to be billed.

    From the available options, select the desired Azure Plan (such as the Microsoft Azure Plan). If no plans are visible, check that your billing account is properly configured to support Azure Plans.
