SHIFT or CONTROL used without VIRTKEY

In an accelerator table resource, SHIFT or CONTROL requires VIRTKEY. Because SHIFT and CONTROL are indicated as flag bits in a VIRTKEY type accelerator, they cannot exist independent from a VIRTKEY.
