An integer value indicating the current voice service state.
Valid values: ServiceState#STATE_IN_SERVICE, ServiceState#STATE_OUT_OF_SERVICE, ServiceState#STATE_EMERGENCY_ONLY, ServiceState#STATE_POWER_OFF.
This is the same as ServiceState#getState().
