Remarks
Handles the request for sending an AccessibilityEvent. The method does not guarantee to check if accessibility is on before sending the event for dispatch. It is responsibility of the caller to do the check via calling AccessibilityManager#isEnabled() AccessibilityManager.isEnabled().
