unused (15 bits): This value is undefined, and MUST be ignored.
A - fNewBorder (1 bit): A bit that specifies whether it is possible to specify internal border formatting in XFProps (section 2.5.164). Internal border formatting is formatting that applies to borders that lie between a range of cells.
