2.2.1.12 Survivable Mode NOTIFY Request Format

The survivable mode NOTIFY request<13> does not define a new event package, as specified in [RFC3265], or a new subscription event package. Instead the following Event and Content-Type headers are defined to identify the survivable mode NOTIFY, as specified in [RFC3265] section 7.1.2 and section 7.2.1.
