A CT_DXFComplement element that specifies a dxf ([ISO/IEC29500-1:2016] section 18.8.14) has an implicit relationship to a feature property bag of type DXfComplements (section 2.3.9.5). This element indicates that a Feature Property Bag part (section 2.1.22) MUST be present in the package.
