A DFS server on a DC MUST support the DFS_FORCE_REMOVE value (0x80000000) for the ApiFlags parameter. The DFS_FORCE_REMOVE value is used to delete a domain-based DFS namespace when the root target servers of the namespace are no longer available (for example, decommissioned).
