Type: System.ObjectThe instance on which to set the property. This may be nulla null reference (Nothing in Visual Basic) if the property is static.

Type: System.ObjectAn optional array of arguments used for parameterized properties. This will never be nulla null reference (Nothing in Visual Basic), but may be an empty array.
