BinaryExchange Constructor (Byte[], Uri)

[Starting with the .NET Framework 4.5, Windows Identity Foundation (WIF) has been fully integrated into the .NET Framework. Creates a new instance of the BinaryExchange class with the specified data and ValueType URI.
