VGC and/or VBC related notifications (RIL_NCLASS_VGCVBC).

Value	Description
RIL_NOTIFY_PTTTIMEREXPIRED	PTT timer has expired; lpData is NULL.
RIL_NOTIFY_VGCSUPLINKSTATUSCHANGED	Current uplink status has changed; lpData points to the new status (RIL_UPLINKSTATUS_* constant).
RIL_NOTIFY_VGCSVBSSTATEATTRCHANGED	Current VGC or VBC state attribute has changed; lpData points to RILSTATEATTRIBUTE.
RIL_NOTIFY_NCHAVAILABILITYCHANGED	NCH availability has changed; lpData points to the new status (RIL_NCH_* constant).
