LogComment
This function writes to the logging stream using the default logging zone when the verbosity level is set to comment
or lower.

Parameters
- tszFormat
[in] Pointer to a null-terminated string that contains formatting specifications for additional parameters to pass to this function. For more information about specifying formats, see the documentation for the printf function. - ...
[in] One or more optional parameters. The number and type of these additional parameters depends on the value of the tszFormat parameter.
Remarks
Use this function to record general-purpose comments that serve a debugging purpose. For example, use this function to record when the log module starts and exits, when a significant test case begins or ends, and so on. Do not use this function to record minor details. To record minor details, use the LogVerbose function.
