Code 21: Windows is removing this device

Device Manager displays the following message in the Device Properties dialog box, on the General tab, in the Device Status text box:

Windows is removing this device. (Code 21)

Diagnosis

This device is currently being uninstalled by Windows.

Resolution

Wait several seconds, and then refresh Device Manager. If the device still appears, restart the computer.
