NPS evaluates each policy type in the following manner:

Connection request policies. Evaluation is performed on the policies in the order in which they appear in the NPS console.

Network policies. Evaluation is performed on the policies in the order in which they appear in the NPS console.

Health policies. Evaluation is performed only when a health policy is configured as a condition of a network policy that matches the connection request.
