Remarks
Before attempting to create a GraphicsCaptureItem with this method, you must call GraphicsCaptureAccess.RequestAccessAsync, passing in a value of GraphicsCaptureAccessKind.Programmatic. To call RequestAccessAsync with GraphicsCaptureAccessKind.Programmatic, you must declare the graphicsCaptureProgrammatic capability in your app's package manifest.
