Returns a RemoteSystemConnectionRequest based on a ConnectionToken and a specific user.

Remarks
CreateFromConnectionTokenForUser requires the RemoteSystem capability on Windows, and it requires the RemoteSystem::RequestAccessAsync function to have been called previously. Calling without both of these permissions results in an exception.
